    comments on next saturday's TCIA mtg agenda in Chattanooga

    1. i like the fake military time for "Doors Open": 09:00 AM. if it was
    real military time or just using a real civilian 24-hour clock, the time
    would be 0900.   period.   "AM" & "PM" are superfluous to 0900,
    which is the reason why people use a 24-hour clock in the first place.
    but par for the "New Commission".

    2. the meeting starts at 10, but they like to say 9 because the meeting
    was originally scheduled to begin at 9 with a "Recognition Review
    Committee" which can't legally be created without statutory authority that
    won't exist if/until the new recognition Rule 0785-1 becomes effective
    17 may 2010.

    3. Apology Letter: the "New Commission" is still enjoying its attempts to
    empathize with Glen&Ramona Reeces' big fake upset with husband Glen Reece
    being linked to wife Ramona Reece through a misplaced apostrophe by a TDEC
    attorney ("Reeces'" instead of "Reece's"). ... on second thought, no, what
    the Commission will say is that it's really about the former TCIA
    chairperson keeping a promise to apologize for a TDEC-staffer's mistake on paper following her verbal apology. the real purpose, however, is to create
    some attack-drama around the only commissioner who won't sit with the
    frauds on the Commission itself.
    a written apology from the Commission for a TDEC misplaced apostrophe ...
    this is what passes as "Old Business" with the "New Commission" chaired by
    the old fraud.

    4. Census 2010 report: in progress. standard mail-in forms already done.
    home interviews starting this coming week. - what's left to say?

    5. "Current Legislation regarding the TCIA": HB1078 - to extend the
    Commission another year - hasn't moved in 14 months. it's over and done.
    no go. dead.

    6. "Legislative Review regarding American Indians in Tennessee": SB1978 &
    SB3033 - the recognition bills - are assigned to the 'General
    Subcommittee" which is the legislature's morgue for dead proposals.

    SJR0114 - a resolution of support for the Tennessee Chapter of the Trail
    of Tears Association and commemorative events honoring Native Americans -
    hasn't moved in 3 months, and was amended last year to correct a
    "typographical error".
    SJR0767 is the same bill with a new number. it goes to State & Local Gov't
    Cte on tuesday. as a nonbinding resolution with no legal or fiscal impact,
    it's expected to be approved.

    7. Status of Recognition Criteria progress: Rule 0785-1
    ( goes into effect
    in one month. however, the joint Government Operations Committees will be
    reviewing Rule 0785-1 on monday, 26 april
    ( the Committees
    will want to hear why they should allow a rule to come into and go out of
    existence for a total of 44 days (17 may - 30 june 2010).

    8. Inspection/Duplication of Records Requests Received:
    let's see ... the only "Requests Received" that i know of are:
    a. request for application of "Remnant Yuchi Nation": denied because the
    "New Commission" 'never officially had the records' even though they read
    and evaluated the application at the TCIA 20 february 2010 Nashville
    b. request for application of "Cherokee Wolf Clan": denied because the
    "New Commission" 'never officially had the records' even though they read
    and evaluated the application at the TCIA 20 february 2010 Nashville
    c. request for application of "Central Band of Cherokee" aka Jewish
    Cherokee of Lawrence County: converted to pdf documents by TDEC legal
    counsel and available.
    d. request for copy of 20 march 2010 letter from the Commission to
    legislators regarding the "status" of the Advisory Council on Tennessee
    Indian Affairs (ACTIA): ignored for the past 4 weeks.

    9. Review of the applications presented: so far ...
    a. "Remnant Yuchi Nation" (20feb10): positive.
    b. "Cherokee Wolf Clan" (20feb10): positive.
    c. "Central Band of Cherokee" (20mar10): negative (didn't complete
    application, too much extraneous material).

    still to come: applications from
    Commissioner Christine Goddard's "Upper Cumberland Cherokee",
    Commissioner Alice Henry's "Tanasi Council of the Far Away Cherokee" and
    Commissioner James Meeks' "Chikamaka-Cherokee Band of the South Cumberland Plateau", now just called the "Chikamaka Band" (

    notice that the 3 culture clubs that don't have a member commissioner
    have already had their applications pre-reviewed, and that the 3 culture clubs
    with commissioner members haven't submitted jack, in keeping with
    their principle of secrecy and avoidance of public disclosure requirements
    for as long as possible. it's the Commission's next meeting on 22 may in
    Nashville that's going to be their first meeting with some original action ...
    if Rule 0785-1 is still effective.

    Summary: another fluff meeting -- all show, no content.
    par for the "New Commission" and a state agency in sunset.

    (btw, notice that the "Confederation of Tennessee Native Tribes" has
    changed its website to reflect its dismemberment
