Subject: Louisiana is asking for individual rights ! . . .




...the Bill to move the Riders Education course out of BESE and into the
DPS, didn't get the 2/3rd's majority vote required to pass on the floor,
reportedly due to the fact that the note tied to it was over $900,000.00.
This Bill would have protected motorcyclists' training funds, funds that are
paid for
by motorcyclists , that BESE has raided every time. The bill would have
also
created new training sites for motorcyclists . . .

Not enough of you-all reckoned that biker safety was worth their own,
citizens', money.

BESE is the Board of Elementary and Secondary Education, the State School
Board. DPS is the Department of Public Safety.

HB 1295...

...Modified Helmet Bill, was withdrawn from the calendar
when it became apparent that it was going to be attached with amendments.
They are :

1. $50,000.oo personal health insurance policy that motorcyclists would
have to carry to go lidless. Offered by Representative Neil C. Abramson
(Democrat Dist. 98).

This amendment wouldn't apply equally to all segments of the motoring
public, would it ? how about skateboardists ? horseback riders ?
bicyclists ? car/suv drivers ? people who climb ladders or take showers
? . . .

this public burden concept has been discredited by the American
Motorcyclists' Association, over and over . . .

2. Denial of a lidless rider the right to sue for injuries suffered in an
accident Offered by Representative Neil C. Abramson (Democrat Dist. 98).

This amendment allows a guilty party to go unpunished while the victim would
have to use their own insurance to pay for medical treatment or seek free
(public burden?) medical care.

do unhelmeted car/suv drivers lose their rights ? car/suv drivers
cause TEN TIMES as many head injuries and deaths as motorcyclists.

3. An amendment to require motorcyclists who choose to go lidless to sign
an organ donor card (donor cyclists?) Offered by Representative Jean-Paul
"JP" Morrell Democrat - District 97.

This amendment is discriminatory and probably would be found
unconstitutional.

---------- i guess Louisiana bikers are not citizens. just farm animals .
car/suv drivers incur TEN TIMES as many deaths and injuries as
motorcyclists. they're the ones who should be signing mandatory organ
donor cards .

as a many year motorcycle tourer, i'm watching carefully to see that
Louisiana carefully protects the freedom guaranteed, not only by the us
constitution but by louisiana's own constitution: All government, of
right, originates with the people, is founded on their will alone, and
is instituted to protect the rights of the individual ...
the rights of the individual . . .

i certainly will curtail my planned touring in LA this summer, if
that's not true . . .
